Can't shut down

I need help! I just changed ISP, from Earthlink to Yahoo
DSL. My problem is I can't Shut down my computer.
When I go thru the procedure it will shut down for about
8 seconds then my computer will restart again!
When I had Earthlink it was dialup. I have called SBC
Yahoo and they don't have a solution,I have removed
the new software and reinstalled it
your help would be greatly appreciated.
