Lost the ability to load apps & recognize file types.

i lost power to my system while trying to deinstall an
app. after rebooting it looks like the computer no longer
recognizes the ability to understand application or file
types. i know i don't have a virus - but i can't figure
out what is happending. if i transfer files to another
machine the files are fine. i also can use the windows
interface, ie. explore the directory but i can't launch
an app or open a file. it seems like part of the system
was "disabled"?

so, i can transfer files off the machine no problem. here
is my dilema - it looks like windows is corrupted and i
cannot find or load my outlook files. it's like they just
disappeared (or rolled back to a much earlier version).

any ideas on diagnosing and getting outlook file back?
