Go to Start > Programs > Accessories > Communications and
right-click on New Connection Wizard and select Properties.
The "Target" should be "%SystemRoot%\System32\rundll32.exe netshell.dll,StartNCW"
and the "Start in" should be "%HOMEDRIVE%%HOMEPATH%".
Double-check the Security permissions.
