Laptop CPU Maxes Out

I am running WinXP Professional on a Compaq 2701US laptop.

When I run certain apps, the CPU will start running at
100% with the bulk of the time (95%+) taken by
Image=System, User=SYSTEM.

This is pretty repeatable when I:

a) browse to a web site that runs a Java applet in IE
b) run SpeedDisk from Norton
c) run SpyBot

It happens with some other apps as well, but these are
very repeatable.

When the application ends, the system does not revert to
normal; I must reboot to continue on.

I have run Ad-Aware and SpyBot and have not found any
problems. I have also turned off all non-MS services
(using msconfig) and rebooted with the same results.

This has been driving me nuts for about six months and I
am hoping that a solution can be found short of
reinstalling Windows and all my applications.

Any ideas?
