Help with Task Manager -- does not allow me to access

Hi,
I need help the Task Manager. Recently when I press
Ctrl+Alt+Delete the Task Manager will flash on screen
then close down instantly. This also occurs when I try
to access the task manager by right clicking on the
toolbar at the bottom of the screen. How can I fix this
and what's causing this???
