Windows Installer

When I try to install a program on my computer, I get the
message from Windows Installer: This patch package could
not be opened. "Verify that the patch package exist and
that you can access it, or contact applaction vendor to
virfy that this is a valid windows installer patch
package." It doesn't mater what I try to install, even
programs that are already installed. And it will not let
me uninstall anything. How do I fix this. I am running
Window XP home ed.
