Explorer.exe uses all CPU on right-click

When it started happening on my tower, I though little of
it since my laptop didn't do this, but now my laptop is
too. Sometimes, for a reason unknown to me, explorer.exe
will elevate itself to high process priority. When this
happens, whenever I right-click on a file or shortcut in
a window generated by explorer.exe (only file browser
windows), media programs stop playing. This is only how
I notice it. I noticed that explorer.exe uses 100% (or
really, 99% since that's the max) of the CPU when the
context menu is displayed, as if it's stuck in a busy
loop or something. If I turn the explorer.exe process
priority back down to normal level manually, media
applications will keep playing (otherwise the data buffer
underruns, causing them to stop, since they're not
getting any CPU cycles), but CPU usage still spikes to
max. Is this just poor programming on Microsoft's part,
or is it something that I did and didn't realize? I
tried reinstalling Windows on my tower and noticed the
problem was there even before installing software or
making any changes at all to settings. If anyone thinks
they might know what's doing it, I can provide a list of
hardware/drivers installed by default if that will help
(since the problem happens even on a clean install).
Also, does anyone else get this problem...since it's so
far happened to 2 of my computers with completely
different configurations.
