Slow comp, what to do?

A week ago, my computer started to drag. No new programs,
plenty of space. Internet runs at same speed, but loading
windows and programs takes longer. So long that they
often dont respond. This may be a key factor: recently, i
guess since when the problem started really, when i log
on i get a tiny blue taskbar above Start saying
C:/windows/ODBC.hta then get a norton antivirus warning
of trying to get special folder. i always stop the
script. anyone get this or know what the deal is? i dont
want to reinstall XP. help!
