Runtime Error Message

My computer is connected to the internet via my cable,
Comcast. I also have AOL and have had both for some
time. Most likely, I will just keep Comcast as my
internet provider. I have 2 problems that just recently
started.
When I log on, it now seems to take forever for my desktop
to come up?????????????
Also, after it finally does, I get a box that states
Microsoft Visual C++ Runtime Library then a box comes up
and states, Runtime Error, Program:C\Windows\System32
\iefeatures.exe.
If someone could please, please help me, I would greatly
