Missing File

I need to know how I can contact Microsoft to obtain a
missing file. My diagnostics tells me that I am
missing "mscoree.dll" and that it is effecting the
computers performance. Don't ask me where it went, the
next morning it was just gone.
Can someone tell me how to obtain the file. I did a
search on Windows XP but came up empty.
My computer takes forever (if at all) to download
anything with a picture or graphic. Most of the times it
just stops after three or four minutes. Text is no
problem.
Any help would be appreciated
