XP home hangs at start; won't load windows

I recently did a refresh install of windows xp home
because I moved my system harddrive into a new machine
and there were problems with the IDE controller. Anyway,
that went fine and I reinstalled windows sp1. My problem
started when I tried to use the microsoft's bootvis tool
to speed up my computers bootup time (I had used it
before with no problems and it worked terrifically.)

Anyway, what it's supposed to do is reboot your system a
few times disabling services or other things that load
you don't need to greatly improve bootup time. What
happens now is that my machine totally hangs at
the "Windows XP Home" starting screen with the green
progress indicator squares.

I thoroughly searched the support.microsoft.com
knowledgebase but there wasn't anything helpful there. So
I tried to do another refresh install of XP. I booted
from the CD and it started to go through all the steps
again. However, when it got to the 'windows-like'
interface (with a mouse cursor), it hangs again. The
mouse is frozen and screen is totally black.

ANY suggestions would be appreciated. I don't really know
how to use the recovery console - are there any
capabilities in there that I could take advantage of? Oh
I forgot to mention that after I do a hard boot I
sometimes get the option to start in safe mode. When I do
that, windows xp hangs on the screen where I choose
between administrator and user to log in as.

Final piece of data: I strongly suspect this is somehow
related to the bootvis application trying to start up
every time the system reboots. Is there any way to stop
it from trying to load or run any applications when
windows is starting? THANKS!
