DpvSetup.exe ERROR .. PLEASE HELP

Can ANYONE help ???? All i'm trying to do is install a
common microphone(labtec) for some online gaming.
Hit "test hardware" and get "Error code 0x80004005 Can
not execute DpvSetup.exe"
I've found an article stating that Microsoft acknowledges
this problem. I tried their suggestion and still the
same thing. Cannot find a patch anywhere. Can anyone
help???
I have been online with tech support who have had me
delete my audio files and reinstall them to a complete
system restore. STILL THE SAME PROBLEM.
Any help would be appreciated
