I came across this problem recently. Is is because the DLL used forsnip
updates
does not get updated when you do an XP repair.
Follow this link, it worked for me:
http://support.microsoft.com/kb/943144
WUPS2.dll is required to be reregistered after a'repair' to allow updating
but the problem being addressed was specific to updating Net Framework.
Registering Wups2.dll will not help if all other updates are being installed
without problems.
