James, more info will be more of help to anyone to give you a fix for your
issue, like:
1- Are you an Admin or a member.
2- does this behaviour a recent or it happen over a period of time and now
going worse.
3- Did you scan for malware, viruses and you have an up2date protection
software.
4- does this issue occur in safe mode.
5- what version of the operating system are you using?.

I will now show my ignorance. This is my home computer I am the only user.
Not sure if this makes me an administrator or member have never looked in to
this up til now. I suspect I am not an administrator as the restriction alert
advises me to contact my system administrator. The problem seems to have
crept up on me all of a sudden. I started to receive Windows spyware warnings
and downloaded Spybot which cleaned my system. I am running Norton Internet
security 2007 and regularly update this. I also scan regularly and this is
always ok. Spybot has been used for 3 days and picks up spyware albeit of a

professional. Have not tried safe mode yet.

Either the viral infection blocked you or damaged your credentials on this
machine or your profile is damaged, try System restore to when things were
okay.
And create a new account as instructed at the bottom of this post.
Go through these Cleaning steps:
1... First, try to clean up your caches, Internet files and delete cookies
by doing this:
Click Start >> Control Panel >> Double click Network and Internet
Connections >> Double click Internet Options.
On the IE properties windows you will see these Taps:
General | Security | Privacy | Content | Connections | Programs |
Advanced
Under General Tab clear your History, Internet Files and Cookies.
Then click on Advanced tab and scroll down to under the Browsing Option:
[&] Browsing
[ ] Enable Third-Party browser extensions (Req Rest) uncheck this box.
Then click on Programs Tab and click Manage Add-Ons and Disable all non
Verified Add-Ons (You should Renable them later one-by-one and see the
culprit and update it or remove it.

When all else fails, HijackThis v2.0.2

the preferred tool to use.
It will help you to both identify and remove any hijackware/spyware. Post

forums for expert analysis, not here.
Any error message, have a look in the event viewer and post them here.
Do you have other accounts on this machine?, try them or create a new account.
