I have lost my control panel icon in start and have instead set programme access and defaults. I cannot get in to this as i receive a restriction message "Operation cancelled due to restrictions in effect on this computer. Please contact your system administrator". I am also restricted in other ways, for example I cannot use system restore. I do suspect I have some corruption somewhere. Neither can I get in to properties when I right click my desktop. Any help will be appreciated

Unless you are an "administrator" or perhaps even a "power user", the
only option is to contact the System Administrator. Privileges are given
usually according to company policy and/or the technical abilities of the
user, if this computer is owned and maintained by an organization.
