The file for Cox High Speed Internet Security Suite System is
syssvcnt.exe NOT syssvccnt.exe!

Are you quite sure about the spelling of that executable? A Google
search for "syssvccnt.exe" brought nothing, which is a strong
indication that it is probably malware. Since doing a System Restore
made things worse, see if you can reverse what you did.

1. Try and start the computer in Last Known Good Configuration.

2. If this gets you in, then start Task Manager and stop syssccnt.exe
from running. Update your antivirus and take the machine into Safe
Mode and scan for malware.
