Curious Recycle Bin Behavior

The recycle bin appears empty. I've set folder options to display hidden
and system files. The desktop recycle bin icon shows it holds something.
When I click File | Empty, it asks if I wish to delete 16 files. I say yes
and get this message:

"Cannot delete file Dc43. Access is denied.".

What's going on?
