First off, close the Registry Editor. Do not delete any
registry keys.

Second, it's not a virus. What you've stumbled upon is how the
Recycle Bin keeps track of items you delete. Occasionally items
get stuck there.

If you haven't done so already, try emptying your Recycle Bin
to see if it will permanently remove that folder. If that
doesn't work, try the following.

Boot into Safe Mode.
Open a command prompt window, Start -> Run -> cmd.exe.
Enter the following command

RD C:\Recycler /s

Answer yes to the prompt.

Reboot your computer.
Windows will recreate your Recycle Bin.

Well try to delete it in safe Mode with Ccleaner and see if
you could
remove
it.
Another it could be a virus through a script generated on
your
computer so be sure this path not on your computer:
Open Windows explorer and click Tools >> Folder Options >>
View and
check "View Hidden Files and Folders"
Hit F5 or refresh and locate this path:
C:\Recycled\DC1071.html or see the extension of that file
in the
recycle bin.
Scan for malwares and viruses to be sure you computer is
clean as
Ccleaner is a deletion tool more than AV or a scanner.
