No, it is not a dead link. You don't have to download anything.
The looping back after the control is installed is normal.
This is a response I made to someone who also had trouble following
what was going on:

It can be confusing first time but you now have it installed.
If you got that site, then you have done it correctly and have the
control installed as the previous page said.
If you don't see the new printer icon with the small
"W" as the previous page instructions said you should, then
right-click the toolbar, select Customize and add Fit-width Print to
the Current toolbar buttons.
It printed correctly using the Fit-Width Print button (which you have
to add in View-Toolbars-Customize) and it displayed correctly in a
preview by holding the CTRL key while clicking Fit-Width Print.

What browser are you using?
IF IE, then change the margins in IE-File-Page Setup.
If that doesn't suit, then try this:
