You may find the following a viable solution:
Microsoft Shared Computer Toolkit for Windows XP
http://www.microsoft.com/windowsxp/sharedaccess/default.mspx
Using the Microsoft Shared Computer Toolkit,
navigate to:
User Restrictions > Optional Restrictions >
Additional Internet Explorer Restrictions >
Prevent Internet Access from Internet Explorer
