Try Control panel - Power options,
Click APM tab,
Click to place a check mark in the box - Enable advanced power management
support.
Back out and Reboot

I used to shut down by clicking Start/Shut Down and it used to turn the
power off. But now it doesn't do that. Instead, I get a message saying
"It's now safe to turn off your computer." And then I have to manually
turn
the power switch off - this is the switch at the back of the computer as
the
button on front doesn't turn it off. Any clues on how to rectify this?
