File Sharing Problem

I have two computers as part of a local workgroup on a home network.
The first computer (we'll call Primary) is running XP-Pro; the second
(we'll call Secondary) is running XP Home Edition. I can access the
shared files on Secondary from Primary 100% of the time. Secondary can
see Primary as part of the workgroup computers on Network Places, but I
get the error "Access denied; user does not have the required
permission" when I try to access the primary computer or any of its
shared files from the secondary computer.
I have tried both simple file sharing and Advanced file sharing on both
computers. I set the permissions and security settings to
Administrators, Everyone, and Authenticated Users. I have also disabled
Windows Firewall.
I have found two issues which I believe may be directly related to the
file sharing problem. When I log into Local Security Settings or Group
Policy on the Primary computer and try to set the Local Policies/User
Rights Assignment policy "access this computer from the network" with
the following user groups: Everyone; Administrators; and Authenticated
Users, the settings hold temporarily but disappear once I log out of
Group Policy or Local Security Policy. I have also tried to set the
Restrict Anonymous setting under
HKLM/System/CurrentControlSet/Control/LSA in the registry to "0", but
it resets to a "1" every time I log out of regedit and back on.
I really believe that if I could get the Registry and/or Group Policy
security settings to hold that my problem would be fixed. Any other
ideas would be most appreciated.
