The solution worked only after I deleted all incidences of Desktop.ini ~ 80
(eighty) copies (including shortcuts).

Background:
1. Installed Win XP Pro
2. Installed and configured Zone Alarm fire wall
3. Installed and configured AntiVirus package
4. Downloaded/Installed all Win XP patches
5. Created user "AllQuackedUp" and assigned it Administrator rights.
6. Disabled the built-in Administrator account.
7. After #3, I have problem that I have never before encountered:

Desktop.ini [Notepad] opens at boot and stays open after booting until
user closes it.
