The password is blank by default, but if you or another user set one then you will need it regardless of what mode you logon in.

F8 Safe mode to logon as administrator with blank password is not working as

By design, once user accounts are created the default administrator account
is hidden. However it can still be accessed, but should be reserved for
emergencies. To access the default administrator account:
In WinXP Pro, hit ctrl+alt+delete twice at the logon screen and type it in.
In WinXP Home, you must restart and enter Safe mode by hitting F8 at
startup. The administrator logon will be one of the options.
