I stand to be corrected but I don't believe that there is a "Customize" tab on system folders, that would include the "My Pictures" folder. That behaviour cannot be changed.

Right-click your "My Pictures" folder inside My Documents. On the customize
tab, choose "Pictures (Best for Many Files)" and then check the box that says
"Apply to all subfolders." All the other folders under My Pictures should
now include the slideshow option.
