Not quite sure what is being asked but the problems and setup
are at the computer's end and not the ISP.

If one desires not to use the Administrator's logon, and this
is perfectly fine, create an individual user account with the
requisite privileges, e.g., limited, power, administrator, etc.,
to access the internet.

And for protection of the computer, make sure that it is running
behind a 2-way firewall, e.g., ZoneAlarm, and a anti-virus app
with current definitions. They should be installed for to cover
all users at all privlege levels.
