Color bug in XP?

This is about color problem that appears to be a bug in XP/SP2. It is
one I noticed recently using a new email client and it seems not to be
just my display. Perhaps it's been addressed before.
To replicate it, start with Display/Appearance settings of Windows XP
Style and Default Blue, then open Outlook Express. Clicking on a mail
folder highlights the folder in dark blue. However, when an e-mail
message in that folder is clicked on, the folder highlight entirely
disappears (can't tell which folder one is in). Changing the Default
Blue to another color doesn't help. However, if I go back to
Display/Appearance settings and change the setup to Windows Classic
style, then both the mail folder and email are highlighted. I never
noticed this with the old Netscape Messenger (4.x) because it just puts
a line border around the folder name. In the new email app I'm using,
Sylpheed, the highlight is a very light blue, so faint that it's
indistinguishable from the unhighlighted folders unless I know it's
there. This can be seen in the XP screenshot of the Japanese version
that the developer has online:

example suggests the problem is not with my display.
Has this been addressed before? Is there a fix or a way to adjust the
highlight color or another workaround? Thanks.
