Program association

I am unable to open some e-mail attachments. I get the following message:
THISFILE DOES NOT HAVE A PROGRAM ASSOCIATED WITH IT FOR OPENING THIS ACTION.
CREATE AN ASSOCIATION IN THE FOLDERS OPTIONS CONTROL PANEL. Just how do I
do this?????
