It's the Remote Access Dialer, and some program on your computer thinks it
needs to dial out, or it's waiting for an incoming call. If you haven't
mis-configured some software that really does need to phone home -- like AV
updates -- then you've got some bug on your computer that's trying to access
the outside world. Check for spyware and viruses.
