right click the Start menu>properties>customize>advance tab. Look for the
Box at the bottom that say, 'My Most Recently Opened Documents, and place a
mark next to it.

Its possible that TweakUI has been used on this system. By default, Recent
Documents will show on the Start Menu, and as far as I know, there is
nothing built-in to XP that will allow you to disable it. TweakUI, and other
tweaking programs can allow you to turn this feature off/on.
