You are describing a Live CD. Live CD's exist in the Linux world because
Linux is Open Source Software and anyone can adapt it. That is not true of
Windows. You are not entitled to adapt Windows. BartsPE is the only
program out that I have seen that can make an XP Live CD using your licensed
copy of XP as a base. There are differing opinions on the legality of doing
that. Look at BartsPE and give it some thought.
