Question comes up: why does it get installed over and over again?
Are there some policies in place that make this happen?
Installing it once for All Users should be enough.

According to the article on Adobe site
(http://www.adobe.com/support/techdocs/323421.html) that seems to be the way
they have set this up. Users must be at least Power User to be able to
install it.

If you are using XP Home, then there is a little catch in that there does
not exist a Power Users group on Home, so that leaves only Administrators
group.

See if you can find info on how to install Adobe Reader for "All Users".
