XP Pro - Erratic Start Up

System is an upgrade from Windows ME and has SP2.
Selective start up in MSCONFIG is used because
there are old programs like flatbed which I am
unable to remove from the start-up because they
have been removed but the entry stays in MSCONFIG.
Show Volume icon is checked. It does not always
show in Sys Tray. Note: A Restore always brings
the icon back in restart.
Also, Norton AV 2004 and/or AIM V5.9 may or may
not be started. HELP does not lead me to any
solution.
