Hello Amber:

Since you did not mention which version or Windows XP
you are running, here are intructions for both Home and Pro
Editions, and logon preferably with the administrator account.
For Windows XP Home Edition, you must logon in Safe Mode..
For Windows XP Professional Edition in normal logon..
In the Windows Explorer, go to Tools\folder options\view\go to
the bottom of the list and uncheck "Simple file sharing
(recommended) then in C:\WINDOWS\System32\search for
"control.exe" right click on it and go to properties.. in the Scurity
tab\see if your account has full permissions if not, check total
control so all permissions are ticked, click accept and exit....
try the control panel now... if no success, go again to the
security tab in control.exe properties, and go into Advanced
Options\Owner and take ownership. check total control again.

If that didn't work, try this ONLY if you have WinXP Pro Edition...
go to Start\Run\gpedit.msc\User Configuration\Administrative
Templeates\Windows Components\Control Panel\Prevent
Access to Control Panel... set this directive to Not Configured....
If you do not have access to eiter the Group Editor or do not
have permission to take ownership of files, install the following
spyware scanners if you haven't installed them allready, as it's
posible a spyware/hacker trojan has removed permissions from
your account.

Spybot Search and Destroy (Free) Update it before scanning.
