Try this:
For Classic Menu:
Right click the Start button, select Properties and then Customise - enable
'Display Run' in the list. OK your way out.
For XP Menu:
Right click the Start button, select Properties, Customise and then the
Advanced tab. Scroll down the list and enable 'Run command'. OK your way
out.
