To recap:
1. I have two computers on the network. I can ping both computers from either computer. Both computers are running XP3 and are connected to the Internet via DSL router (wireless notebook using Linksys WPC54G 2.4 GHz 802.11g).
2. Have tried troubleshooting advice at http://winhlp.com/wxnet.htm without success.
3. The desktop computer curiously omits the *My Network Places* icon when accessing the *Start* menu. In addition, when clicking the *View workgroup computers* once I manuever to *My Network Places*, the following error message is received: *Network Name* is not accessible. You might not have permission to use this network resource. Contact the administrator of this server to find out if you have access permissions. No more connections can be made to this remote computer at this time because there are already as many connections as the computer can accept.
4. Accessing *View workgroup computers* from the notebook computer reveals that the workgroup is setup--but no computers within the workgroup are visible.
5. Attempting to start the *Server* service yields this error message: Could not start the server service on local computer. Error 2: The system cannot find the file specified.
6. Attempting to start the *Computer Browser* service yields this error message: Could not start the Computer Browser service on Local Computer. Error 1068: The dependency service or group failed to start.
I have looked at KB 827328 (Error 1068-Error Message When You Try to Turn On Internet Connection Sharing). However, that didn't seem to apply to my situation as I have no problems connecting to the Internet via both computers.
7. I have performed anti-virus scans (AVG) on both computers. I am also running Spybot, Spyware Guard, Spyware Blaster and CoMoDo BOClean on both machines and as far as I can tell, there is no malware affecting either machine. Microsoft's firewall is on both machines and setup properly as far as I can determine.

Thanks for the advice/links Jack!
The only firewall running on both computers is Microsoft's (no 3rd party
firewalls).
I can ping both machines as well as the router address and I've perused the
pertinent links you provided without finding a solution.
I've even tried researching the error messages from my last post and trying
suggestions without any success.
This is a head-scratcher!

Search your hard drive (making sure to look in hidden and system folders) for srvsvc.dll.
This *should* be in %SystemRoot%\System32. If it is not in the System32 directory, copy it to System32 from %SystemRoot%\ServicePackFiles\i386. If it isn't there, you'll have to copy it from your Windows CD.
