COM 3 is not a normal comm port in the standard XP install. COM 3
would normally show up when you install an internal analog dial-up
modem. Does all your other devices show up?

What comm ports are listed under Device Manager --> Ports ?

What is the setting for all / any internal "dial-up" modems?

.
