To clear the arp cache I think all you need to do is run this command

arp -d *

When I try and repair my internet connection I receive the message that the
ARP Cache cannot be cleared.
My computer is an ASUS P4P800 1gig of Ram, OS is Windows XP Pro SP2 and I
have installed all updates.
