DHCP fails winXP SP3

Hi - this is an MSI system I bought some 6 or so years ago (and
for which I just today bought a new power supply). The mobo is
an MS-6738-010 (see

L), with 1 gig of RAM, 2 physical HDDs, a CDRW and a DVD-RW. It
has been running fine on various school systems (it's my
daughter's machine), as well as on local routers with fixed IPs.
It still runs fine with a fixed IP behind a router (e.g. set the
IP to 168.192.x.x). So, it being about time, I blew away the
partition and just completed a full reformat and reinstall of
WinXP SP3 plus all Microsoft updates, with MSI online updates of
the 3 mobo drivers (LAN, AC'97, and something else - forgot),
the properties/hardware in My Computer shows AOK. I also
updated the ATI Radeon 7500 all-in-wonder drivers (again, since
the SP3 installation destroyed it). All works fine on fixed IP
(thus I was able to do the updates), but DHCP refuses to get an
IP from the nc.rr.com cable modem (both mine and hers). It's
not the modem, since both the router and a laptop can get a DHCP
IP from it fine. I even tried the Microsoft hotfix 350341
_ENU_i386_zip.exe, but that failed to correct the problem. What
the heck is going on and can it be fixed? BTW I bought a TP-
LINK Gigabit Ethernet Adapter model TG-3269/TG-3201 in case it
was a fried mobo component. This card refuses to install either
from the software on the included mini-CD or from the driver
available on the web at http://driverscollection.com/?file_cid=
391106290086d29df82160d9490. Windows complains that the driver
either is corrupt, or "does not apply to your hardware". And the
native windows drivers also fail to do DHCP.
