As we have seen some issues like this one. It could be 3rd party software doesn't compatible with SP3. Try to start the XP with clean boot. Or this troubleshooting may help.

I am running XP SP 3 and accessing a Workgroup over wired network. Whenever i
restart the machine, or it comes out of sleep state, the network is nolonger
available. Disabling and Re Enabling the network connection restores access
to the workgroup. Any solution i can implement so as not to have to do this
each time?
