You may also try clean boot. If the clean boot works, that means this is a 3rd party software issue. Then you can focus on 3rd party software. This how to may help.

I really need help here. Today, all of a sudden I couldn't go into the LAN
to add a static IP address, all my options are greyed out. The pop up I get
is: Some of the controls on this property sheet are disabled because one or
more other Network property sheets are already open. To use these controls,
close all these property sheets and then reopen this open. Funny thing, this
is the only one open. I've shut the pc down, I've restarted, I've removed all
network cards from the device manger, shut the pc down and restarted to let
it reinstall the network card.
I'm on WinXPRO SP3. All the updates are installed. This is a work computer
and I'm trying to set it up so I can use vpn from home to access this pc when
I'm on call. I can go in and do all this stuff under safe mode and not
receive the pop up message and all my options are available. I have no
viruses or malware etc... scanned with everything on the net and still same
thing. If the static ip address changes I don't want to keep going in to safe
mode to change it. I shouldn't have to! Please help....
