I could solve the problem using regsvr32.exe cscui.dll
and a reboot.
I don't use shell extensions

In Windows Explorer, go to tools | folder options, and make sure offline
files is enabled.
Offline files are enabled and i can make files offline, but i dont have the
icon with the two blue arrows in the explorer on files and folders i have
made available offline!
