Does samba perhaps have such a capability? (Their unix end cannot be
the master so smbpasswd
wouldn't work unless it pointed to us to authenticate and allow
password changes)

IIS is usually used to set up a web site. If you set up a ftp site,
you still should be able to use generic "ftp" clients but may not be
able to change thier passwords.
Samba is not an FTP module. Samba normally allows you to "share: Unix
files as if they are Windows files.
