Simple XP Home Network Problems. Computer refuses to see workgroup!

Before I start, I am a computer programmer, and I have years of
experience in networking - but even this is not helping!!!!

I have recently completed a fresh install of XP on two computers. My
kids PC was the most recent and is simply running XP, and Kaspersky
Antivirus.

As soon as the kids PC was up and running, I set-up everything as I
have always had it, for many years. Entered the static-ip, enabled
NetBIOS over TCP/IP, and created a new workgroup etc. And yes, all
works perfectly. I can view the network and workgroup fine.

I do the same to my PC, although I have ZoneAlarm, and all the latest
XP updates running on mine too. BUT, for some completely random
reason, when I try to view the workgroup I get a message saying I do
not have permission!

I have disabled Kaspersky, and ZoneAlarm, and even put my computers IP
as the DMZ address in my router, but I still cannot view the
workgroup!

I have always had a workgroup, and shared files etc, and it has always
been a no-brainer to setup - but for some unkown reason (to me) it
will not work!

Can anyone offer any advice?
