at computer startup and login" is disabled and work on the slow logon. Do

I am having the same problem and I think the problem coming form DNS. This
is mostly caused by the asyncronous loading of networking during the boot
up
process and/or DNS. This speeds up the login process in a stand-alone
workstation by allowing the user to log in with cached logon credentials
before the network is fully ready.
To disable this "feature" and restore your domain logons to their normal
speed, open the MMC and add the group policy snap-in. Under Computer
Configuration-->Administrative Templates-->System-->Logon, change "Always
wait for the network at computer startup and logon" to ENABLED.

I also tried static and dynamic ip setting on both server and client at
the
same time and it did not work. My server's dns settings are the same as
the
clients, is this correct you think?
