Always get network cable is unplugged message after rebooting computer

Almost every time I restart the computer, when windows finishes booting it
shows the "Network Cable is unplugged" message and sure enough I can't
access the internet through my cable modem. The cable is not unplugged, but
the only way to get my connection back is to reboot the modem by unplugging
and then replugging the modem power cord--so the modem reconnects to the
ISP. Any ideas on how to fix this?
Win XP Home SP2
Dell Dimension 9150 PentiumD 3 Ghz
onboard Intel(R) PRO/1000 PL network adapter
ISP: Shaw Cable (Canada)
Terayon Terapro TCM200 cable modem: coaxial cable going in; ethernet cable
going out to computer network port; no switches on it, just the standard 4
indicator lights. I have no idea if there are any config options on it or
how I can access them.
