There are no simple settings involved in networking Windows computers. When in
doubt, diagnose and test from the bottom up.

If both computers now have Internet service, they are CAPABLE of sharing files
with each other. Go through my Windows Networking Troubleshooting guide, item
by item, please.

Look at logs from "browstat status", "ipconfig /all", "net config server", and
"net config workstation", from each computer, so we can diagnose the problem.
Read this article, and linked articles, and follow instructions precisely
(download browstat!):
