Windows XP - Issues Browsing HTTP

Hi All,
I am helping my mother fix an issue with her computer and it is
driving me insane. She initially called because she could not get on
the internet. After a couple of minutes of troubleshooting I realized
she could not browse the web but she was indeed on the Internet.
Below is the info I know and what I have tried.
1. She can successfully FTP, PING, perform Name Server lookups
2. I have been logged into her PC for the last 24 hours via VNC w/ no
problems
3. She can browse HTTPS (SSL) sites but not HTTP sites
4. When she tries to access a Webpage (i.e. www.google.com) browser
spins on "Web Site Found, Waiting for Reply" until it times out
5. IE7 and Mozilla Firefox both respond IDENTICALLY
6. She is running Windows XP SP2 Media Center Edition
I have tried...
1. Resetting Winsock via NETSH
2. Resetting TCP/IP vie NETSH
3. Turning off all firewall, antivirus, etc.
PLEASE, PLEASE, PLEASE help me! Any suggestions would be great!
