Restrict Installation of printers -

Hi ,

Can i restrict network users (not domain users as these users are not
loggin in to domain) to add a network printer, some users are adding
printer locally and then adding TCP/IP port with the printer IP address
and they are gaining access to printer which i want to be restricted.

Any help would be appreciated.
