Have you tried using a firewall that allows you to restrict certain IP addresses from being accessed? This will of course require you to find a way to prevent the users from messing with the firewall -- probably some policy that says that violators will be punished, but then you could do the same for the printers. The real problem is that the administrator is going to need support from management to keep the users from "playing" with the network and its devices.
